They are bromeliads. The seeds stick to the feet of birds and they leave them behind when they sit on the wires. They are all over the telephone wires here.
I’ve published some up close.. including the blooms. Use the search term “tillandsia” or “bromeliads.” If you can’t find them I’ll try to find them for you.

That’s really interesting. I bet they flower up there, too. If you ever have a really long lens, I’d love to see some up close.
