It was outside a tiny art center/restaurant in a tinier town in Wyoming. As I explain in my response to eschudel below, 300 bicyclists had swarmed the town just the day before.

The day before we visited this art center/restaurant, 300 bicyclists had descended upon the little town it is in. I’m wondering if this sculpture was a tribute to them or just a coincidence. Sure they appreciated it.
