It looks like a garbage back with a pole in it. Some rare bloom from the lesser western Antilles that you have cultivated?

Oh thanks for all that color~! Now I know what it is~! It is an English flower called a “brolly” but the French word for it is a Parapluie while in the US it is called A bumbershoot. And the photo was taken in the rain at 10 Downing Street, London, England, by the wife of one Boris Johnson. Is that enough information to give me the prize….?

I don’t know how to work my brolly; when I open it, it’s kind of rolley the wind catches it and blows it up catching all the rain and it wont stop.
The ladies refuse when I offer to share it because they say it gets their hair wet because of the way when I try to open it up the bottom always becomes the top.

Now I would guess it’s some sort of floor mop, or a gadget to clean and smooth sand (I’ve never seen a shiny plastic umbrella that scrunched up that way!)..
